I recall reading like 1 sentence about it somewhere, that caldari had been operating there secretly for a while before the empyrean age, but nothing else. ---------------------------------------------

if you listen to the uber1337 Warp Drive Active, you'll find that when Winterblink worked with CONCORD as a stellar cartographer, he was fired (by Urban Mongral of all people) for missin an entire region of about 50 stars (listen to the intro for episode 39 to find out what i'm talking about)

Why all of the sudden is this region accessible when according to this... both sides could never travel through it. Why is the utter vacuum (to me describes a region of nothing, not even stars between the gallente and caldari systems ) suddenly have systems?
