I know 1.0 systems are a safezone, but when war targets retreat in there is it still possible to kill them 1.0 or is it not allowed?

If you're at war the only safezone is being docked. If you undock you can get attacked anywhere, at all times.

This applies to EVE even if you're not at war. The only difference is that they lose their ship for their actions. _______________

The reason being why I ask is that i hear you are not allowed to can bait and all that stuff in 1.0 systems, that being a bannable offence... So i was wondering if that for for combat in general or just not to discourage the newb trials :)

Only place where can-baiting and other newb traps aren't allowed are the starter systems. That means the 12(There are 12 of them, right?) systems where new players start. ---------------------------------------------

Yes but am I allowed to attack my war targets in those systems? :\ Or are those systems closed to ALL aggresion?

That's not correct. You're only not allowed to can bait in new player systems; there are some systems that are 1.0 security but are not new player systems. Besides, such rules are only in place to protect new players; an older player that goes into one of these systems will not be protected by such a scheme, so anything you do to him there will be fine with the GMs.

Note that there are only 12 1.0 systems in the game. The rest of the 1.0s are really 0.95+ which gets rounded up. That doesn't really have anything to do with the OP, but he's been answered, so...

Actually there are 18 systems with a true security of 1.0.
However, only 12 of them have just one station.
It is those 12 systems that have a true security of 1.0 and have only 1 station that are the starter systems.
FYI: The newbe systems are Ammold, Amsen, Bourynes, Chaven, Cistuvaert, Duripant, Emrayur, Hulm, Kisogo, Ryddinjorn, Sehmy, and Todaki. The other systems with a true security of 1.0 are Amarr, Luminaire, New Caldari, Pator, Sarum Prime and Yulai.
As for can baiting, yes the GM's will nerf you if you bait or otherwise harass new players in those systems. (the starter systems, not the capital systems) However, if a legitmate war target is trying to "hide" in one of those systems he is still fair game.

The reason the can baiting rule is there is so that brand new players get a slightly less discouraging "welcome to EVE" greeting than being obliterated by the first ship they come across. Once you are in a player corp, you are no longer considered a brand new newbie and it's up to your corp to assure you won't get obliterated by the big bad battleships.
So while scams and baiting are not allowed in starter systems, corp wars are perfectly fine.
