I'm looking to buy a character with a minimum of:
basic learning skills to 5 (excluding charisma)
advanced learning skill to 4 (excluding charisma)
Character stats must be fairly balanced with charisma being negligible. I'm looking for a rather low SP character, ideal would be almost nothing but the learning skills. If the character has more than just that, he must be either exploration or Amarr ship specialized.

I'm working on a toon like this if you don't find one. You currently have 32 skills and 1,265,601 skill points right now I got 1 more adv to get to IV then all the basics to V. Just keep it in mind if you don't find what your looking for.

Not sure if your looking for a toon with just the learning skills or more, but I do have a toon that has all learning skills to lvl 4 and the "learning skill" to lvl 5. I have tons more skills and its multi-race trained in ships.

almost have what you are looking for. just missing some lvl 4 skills and has a set of +4 implants.
