So I agree that some things need to be changed in terms of speed, but I think this may be achievable in another form. I suggest we perhaps contact the Jovians or other advanced factions in the game to come up with a solution to this problem.
I think they might be able to come up with something I like to call the "Stasis Webifier Bubble", similar to technologies like the Interdiction Bubble. These are probes that are launch-able that have an area-of-effect Stasis Webification. I also believe that some of the inventive factions like the Thukkir Tribe would be able to retro fit there existing Heavy Interdiction Technology to allow such ships to generate a Stasis Webification Bubble. Some of these smart cookies may also be able to come up with "Mobile Stasis Webification Bubbles" that are similar to mobile warp disruption bubbles that are anchor-able and have variable areas-of-effect based on size.
Alternatively they maybe able to come up with technologies that create temporary spheres of dead space, thus inhibiting the use of Micro-Warp drives within their areas-of-effect. Again they maybe able to be launched from Interdictors, generated with Heavy Interdictors or are stand alone bubble modules that are anchor-able.
So as to not over power specific ship classes, maybe it could be done as an either or option on Interdictors and Hictors. For example you can only fit either a interdiction bubble or a Web/Dead-Space launcher on an Interdictor. A Hictor needs to swap scripts to change what they want to do.
I think this is staying more in the idea of EVE, and that is that NEW technology is developed to combat problems as opposed to nerfing things.

I rather like the idea of a deadspace bubble. Perhaps as an added effect to existing warp bubbles?

I for one love this idea. Excellent thinking!! I think this would provide a solid balance between game mechanics, role play, character development, etc. I think this suggestion would help to immediately create a more balanced game environment through in game "scientific research" and avoids the "Hand of God" aka developers simply making rule changes. This also provides Game Developers additional time to place additional research in the changes they are considering.

Awesome idea, but I have a better one. Let's just completely remove every ship's ability to move entirely. Much easier solution and much easier to code than the OP's suggestion. CELESTE LOTTERIES: Where losing is almost harder than winning... almost. |

CCP doesent care. Sadly they are gona do what ever they want. 
CCP may have the market to them selves right now, but when another viable space based MMO comes out its going to be like the old "rats on a sinking ship" saying.

I have to admit... Even though I think all the Minmatar slave rats should be exterminated from the face of existence - they have some brilliantly fast ships. However - the righteous Amarr Navy is not bothered by such gimmicks. Our magnificent Apocalypse can SHRED their beloved Vagabond at very nearly any range - because it is the will of God.
Our allies, the Caldari, have had it a bit tougher as of late - and, admittedly, the many pilots engaged in their unholy campaign against us often choose to fly ships which have reached speeds in excess of anything we had previously anticipated... The development of technology to counter the blasphmers in their cobbled-together "rocket ships" is now our Number ONE priority.
By the Hand of GOD - the Amarr dominion over the filthy Minmatar dogs shall be COMPLETE!

An excellent idea! What if the webification effect inside the bubble increased the closer you got the center? It forces the nano ship, then, to make a choice - they can stay at the periphery of the effect - and maintain some speed, but have less than favorable tracking on guns (not a problem for nano-Cerb), or get closer and better tracking and OPT+FO damage, at the expense of even more speed. This actually follows the laws of physics regarding energy emissions - the Inverse Square law. The maths are very simple...
I very much like the idea of invention to counter unbalancing forces in our little universe. Retconning always leaves a sour taste in my mouth. Snake implants "too powerful" - the poor Caldari pilots can't hit that Vagabond? Well, how about a new breed of T2 modules or missile implants that allows a missile boat pilot to boost the flight speed of his T2 Precision missiles even more. But, these things come with a price - very simply - ISK. Simply stated - if you want to be able to counter a very fast - and therefore very expensive ship (polycarbs are 50mil ISK each) - then you are going to have to spend a little of your hard-earned (or ill-gotten, what do I know?) ISK and put some shiny new toys on your Cerberus.
Oh wait - a nano Cerb is already a VERY dangerous anti-Vagabond ship... My bad. Then surely, the Curse needs some love? No - neuts kill nanos? Oh yeah. Well, then the zealot needs more low slots - to go faster? Already has 7? Hrm. The Eagle? What's that you say? It can hit that Vaga from nearly 100km with rails as it's making its high-speed escape, and still track him out there? No, surely not? The, the Gallente - surely they are in trouble? An Ishtar? Drones? WEBBER DRONES? T2 Heavies??? Now, I'm confused...
It seems to me there are plenty of ways to kill a Vagabond that don't require gimping Minmatar pilots (again). These counter tactics require experience. And ISK. Something that the average 10 day newb doesn't have. And, that's the way it's supposed to be. You spend months training for a HAC, you don't want somebody fresh out of the clone vat to be able to blast you to bits quite so easily.
This nerf sounds as though it is already fait accompli, but we beseach the powers-that-be... Please, lets go about this the right way. Call upon the inventivenss of the children of EVE to meet this challenge, and limit the scope of such changes. Scientifically, we change one thing at a time and observe the outcome. We never know what makes a difference if we change 50 things at once (maybe more).

A webb bubble is cool , but should not be allowed in the vicinity of a warp bubble, and 1 good draw back from this web bubble is you will go into warp quicker due to your max velocity being decreased.

Great idea, makes learning destroyer V seem more attractive if it was limited to the Interdictor and the heavy interdictor remained as it is. I agree with the devs that ludicrous speed still needs addressing,but get the bat out rather than dropping a nerf bomb IMHO
