Join channel "Fountain" and ask them. It's not free but if you're hunting NPCs I doubt you'll even think of the 1M/day cost.

Jarjar is correct, we sell hunting passes for 1mil/day.
Please be careful in the Fountain channel, there are trolls in there who may attempt to sell you fake passes. Please be sure that you actually purchase the pass from an actual Fountain Alliance member and not one of the thieves who some times lurk in the channel. The worst offenders are members of the Red Brigades, who have "Fountain Alliance" in their corp description, which is a lie.

Some alliances keep a part of 0.0 space open for miners and npc hunters. Ask around in game, not the miners, and someone will surely help you. Afaik Trbute, Vale and Pure Blind are open to all. Lot f things going on there atm, so may not be the best place to fly around.

Ofc the entire region is a warzone atm, but what the hey, its free space and has forces defending it to some extent.

That's always an option
However, a simple risk/reward assessment might convince you that 1 mill is well worth it :-)

CFS keeps it spae open.
The regions Delve, Querious and Period Basis are free to miners and hunters alike. No hunting passes needed etc.

If ya go hunt in pureblind /tribute ( non comment on vale) id adise you dont have anything in your bio that shows your picking a side IE friend of PA, friend of COD, freind of unicor ect as it may make either of the sides shoot you on sight.
Just stay non involved and it should help with gettings shot at by any of the sides in the war zone and happy hunting.
p.s. also if hunting in those regions and you find a BS spawn try staying behind a BIG veldspar roid as they spam missiles like hell hehe

Pureblind/Vale/Tribute are a mess at the moment.... putting a neutral statement in your Bio may help, then again it may not help, both sides are shooting just about anything on sight, I would seriously suggest you keep an eye on the map and if you see any 'blobs' just move aside (aside to a safe spot) and wave..... they will shoot on sight, basically use your smarts... dont start shooting at anyone and keep quiet in local.... if someone challenges you, go to your bookmark safe point tell em why your there.....

Like Trianon points out, I would avoid the north right now. Anybody with a neutral tag will be seen as a potential spy and you are very likely to get shot at by either sides of the war.
It's arguably one of the hottest regions right now, so I'd avoid any sightseeing trips for a while.
