You don't seem to understand that in a dutch auction, you're not supposed to sell the blocks for variable prices. You're not supposed to charge someone 100m and someone else 40m for the very same product. You're supposed to charge everyone the lowest winning bid, which would currently be 40m.
And you should specify what's the lowest acceptable bid. In the opening post you claimed it's 100m, but now you have been accepting lower bids. So can I bid something ridiculously low like 1 isk per block? Then if I don't get outbid, you would end up selling all the blocks for such a low price, if this is indeed supposed to be a dutch auction...

If you are realy following the "CCMS3" template then at close all winners will pay the amount of the lowest "winning" bid IE 40m per share currently
also, my bid was for all available shares at 40m why do I see so many blocks of stock listed with no bidder?

I'm confused. You say starting price is 100m for a block of 100 shares but you've got bids listed at 40m and 70m for a block...
So can I place a bid at less than 100m or would I just be wasting my time? --------------------------------------

If you want 10 billion isk then why are you letting people manipulate their investment value? Let them bid on rates of return, not investment price. The only reason to do it as you are is if you're doing market manipultion and need as much money as you can get, but the overall amount is not that important.
Set the price on all to 100 mil and start the RoR at 8-10% and let people bid it down by .1% increments. It's pretty easy to understand that way.

Basically, each share is set at a minimum cost of 1 Million ISK. No lesser bids will be accepted. I want people to bid on the interest rate they want. I am currently at work, so I can't log in until later this evening to answer any evemails.

The risk vs reward on this offering is not worth it as far as I am concerned, any IPO who offers less than 8% return a month is not worth investing in.
Also the way you have changed how the auction works has become a bit off a joke, it would have been far better to just offer the shares at a set price with a set return.
I will not be investing this time but I wish you luck with your new IPO.
