Both of which focus on being able to rat on the cheap with no resupplying.
Which one is better. The first offers better damage and is a buffer tank but has a tank that's about half as effective as the second.
The second seemingly has a worse tank, but is fit for the types of rats I'm going to encounter, Guristas so the overall tankable dps is deceptive.

Put on a MWD, take off the tracking computer, switch the DCU for another HS, train t2 guns and heat sinks.

It'll require about 2 days of training for that. I'm already training for T2 guns, but it's still 24 days out.

You are going to run out of cap so fast with that MWD, and lasers are kind of meh anyways. I'd put projectiles on it, and max out gyro's in the lows.

On a Harby lasers are great. Use a Proph if you want to put ACs on it

Use a hurricane if you want projectiles. And then you suddenly notice you see your isk flying through space with the fire rate of autocannons on a hurricane.
I have used both harbinger and cane and i would go any day for harbinger when ratting. I also use it myself to rat serpentis. Something that looks quite much like your last one, heavy pulse laser II, mwd, cap rechargers, 2 hardeners, mar, 2 heat sink, dcu.
Yep mwd sucking cap sucks. But rats that spawn 40km from warp in at a belt also suck if you dont have a mwd to go to them. And with multifrequency you have arround 7-8km optimal. I do carry cornflag, but mostly if i run into a nano'er. Third heat sink would give more
damage, but 2 days ago i ran first into small group of nanos, where i managed to jump back through gate with 20% hull left, and later i wasnt paying attention and had a nano ishtar visitting me in my belt which i survived with 30% hull remaining. Then you are happy you got that damagecontrol fitted.
I get the idea that boz is one of those stuck with old opinions that arent correct anymore. Lasers are great weapons.
