I'm in a situation where a T1 only sniper tempest is called for (I only have minnie/gun skills).
Do I just go with 1400mm guns, gyros and tracking enhancers?
The almighty EFT seems to indicate I get about one third to one half of the DPS of my amarr and gallente foes. About the only benefit I get is a 110km optimal and 2.5s lock time.
How do I fit a sniping tempest?!?

Spiral staircases in medieval castles are running clockwise. This is because all knights used to be right-handed. When the intruding army would climb the stairs they would not be able to use their right hand which was holding the sword because of the difficulties of climbing the stairs. Left-handed knights would have had no troubles, except left-handed people could never become knights because it was assumed that they were descendants of the devil.

To be honest t1 guns for a sniper is going to be crappy as you can't use Tremor L ammo, You could try using Domination Carbonized Lead but then your dps would be crap. You want at least 150 km range for most fleet sniper setups.
I'd fit gyros and tracking enhancers in the lows (maybe an armor plate if you've got room) and sensor boosters and tracking computers in the mids. I think people use trimarks for the rigs so you have some hitpoint buffer.

there really is no point in a t1 snipe-pest, you have shitty dmg, shitty tracking, shitty range
its a waste of time, space and money ___________________________________

This was the best I could come up with:
[Tempest, T1 guns] Gyrostabilizer II Gyrostabilizer II Gyrostabilizer II Tracking Enhancer II Tracking Enhancer II 1600mm Reinforced Rolled Tungsten Plates I
Sensor Booster II, Targeting Range Sensor Booster II, Targeting Range Tracking Computer II Tracking Computer II Quad LiF Fueled I Booster Rockets
1200mm Heavy 'Scout' Artillery I, Domination Carbonized Lead L 1200mm Heavy 'Scout' Artillery I, Domination Carbonized Lead L 1200mm Heavy 'Scout' Artillery I, Domination Carbonized Lead L 1200mm Heavy 'Scout' Artillery I, Domination Carbonized Lead L 1200mm Heavy 'Scout' Artillery I, Domination Carbonized Lead L 1200mm Heavy 'Scout' Artillery I, Domination Carbonized Lead L Large Remote Armor Repair System II Large Remote Armor Repair System II
Trimark Armor Pump I Trimark Armor Pump I Trimark Armor Pump I
Crappy dps and you'll be hitting deep into falloff at 150 km just wait a month or so till you've trained t2 large projectiles

Remove trimarks, remove remote reps. You arent going to rr'ing anythign in snipe range. It probably wont fit without an rcu or removing the plate, but id put a heavy neut in the highs to take out any inty's that get a tackle on you. Fit some warrior ii's as well in your drone bay

Hmm I was always told to put trimarks on so when you got target by pos gunners the carriers had time to lock you. The remote rep was kind of a throwaway, your idea about fitting a neut is probably better.

Your best bet is to put in a FULL tank and pretend you're a sniper, and "waste" a primary for the enemy. __________________________________________

a T1 tempest will probably be more effective by drawing enemy fire, than dealing any damage...

Yup. You can help out support or do some RR goodness too. __________________________________________

I have flown a Tempest with T1 guns in fleet combat, and its not fun. Often I found the fleet operating at a range deep into my falloff making damage pretty low. Tremor L is a requirement for this ship to be effective.
Here's what I use for my Sniping Fit
[Tempest, Sniper]
1400mm Howitzer Artillery II (Tremor L) 1400mm Howitzer Artillery II (Tremor L) 1400mm Howitzer Artillery II (Tremor L) 1400mm Howitzer Artillery II (Tremor L) 1400mm Howitzer Artillery II (Tremor L) 1400mm Howitzer Artillery II (Tremor L) Medium Remote Armor Repairer II Medium Remote Armor Repairer II
100MN MicroWarpdrive I Sensor Booster II (Targeting Range) Sensor Booster II (Targeting Range) Tracking Computer II (Optimal Range) Tracking Computer II (Optimal Range)
Gyrostabilizer II Gyrostabilizer II Gyrostabilizer II Tracking Enhancer II Tracking Enhancer II Reactor Control Unit I
x5 Medium Armor Repair Drones I x5 Warrior II

Just forget it. There are only 2 ships that can snipe with t1 guns. Apocalypse and Rokh. Really forget it until you have t2 guns. Thta is not exageration, you are less useful than a tackling rifter if you are in a t1 sniper tempest. ------------------------------------------------- If brute force doesn't solve your problem... you are not using enough

If you really need to reach 150km this can work
[Tempest, T1 sniper] Gyrostabilizer II Gyrostabilizer II Gyrostabilizer II Reactor Control Unit I [empty low slot] Damage Control II
Tracking Computer II, Optimal Range Tracking Computer II, Optimal Range Tracking Computer II, Optimal Range Sensor Booster II, Targeting Range Sensor Booster II, Targeting Range
1400mm 'Scout' Artillery I, Republic Fleet Nuclear L 1400mm 'Scout' Artillery I, Republic Fleet Nuclear L 1400mm 'Scout' Artillery I, Republic Fleet Nuclear L 1400mm 'Scout' Artillery I, Republic Fleet Nuclear L 1400mm 'Scout' Artillery I, Republic Fleet Nuclear L 1400mm 'Scout' Artillery I, Republic Fleet Nuclear L [empty high slot] [empty high slot]
Projectile Locus Coordinator I Projectile Locus Coordinator I Projectile Locus Coordinator I
rigs are cheap, fill in last low, drone bay and highs to taste.
275-300dps 3000 alpha roughly 160km + 40km falloff (moderate skills)
its actually as bad as I expected

Keep the RRs, fit maybe one neut instead of 2 RR for tackler safety. You won't have carriers to RR you when you're downing the cyno jammer. You need RRs.
