just wandering how do people get bpo's, do agents give you them? if so what type of agents?

Market BPO's are originals
BPC's are sold on contracts.

Only BPOs can be sold on the market, BPCs have to be sold through contracts or from LP stores.
T1 BPOs are available from NPCs in different regions depending on the BPO (so Amarr BS BPOs are available in the major amarr regions etc)

What faction sells Tracking Enhancer I BPOs. I could swear I checked all four races and didn't find a vendor. |

They're available in the forge. BPOs aren't necessarily tied to races, they're tied to NPC corporations who may not have stations in all their race's regions. (sometimes they even have stations in other race's regions).
Hyasyoda sells Tracking Enhancer I BPOs.
Alot of the mining gear (barge BPOs / ganglink BPOs / skills) are sold by ORE, so not available from NPCs except in Outer Ring (0.0) |
