Anyway, my question is. So lets say Person A. is flying an abaddon, and Person B. is flying a blaster hyperion. So the abaddon does some serious damage while the hyperion flies on the way in, but once the hyperion gets in blaster range is the fight pretty much over? Can the abaddon do much damage at that close of range? Do all amarr laser battleships have to be kept at range like this to avoid death from close range weapons?
I really like amarr ships but I like to be able to handle myself at close range.

It is not the close range that decreases the damage delt by turrets, it is the angular velocity that reduces damage. Of course, angular velocities tend to be higher at closer ranges.
Read the tracking guide.
Understand that, unlike missiles, turrets rarely deal the full theoretical DPS. If your turret's tracking matches your target's angular velocity you will only hit 50% of the time.
The lower your targets angular velocity, the more often and better you will hit. You can reduce angular veloctiy by increasing range or decreasing transveral. Which option you focus on depends on the range of your turrets and what you can do about relative speeds.

If you're already flying a Raven well in PvE, go for a blaster Rokh first. You can make use of your Caldari and shield tanking skills while skilling up Gunnery that way. After getting to where you want to be in Gunnery, train your armor tanking and Gallente skills to a point where you feel comfortable switching over to a Gallente ship. You'd be able to play while waiting on skills to train that way.

Are we talking about missions here? Because really, in missions you do not need close range at all. Long range turrets hit battleships fine even in relatively close orbits (if you fit TCs and stuff anyway), and the few small fries that might get close are dealt with by drones. Blasters and missions = epic fail. The time lost approaching stuff is much higher than the little time gained by dealing more dps in close. And if you are reading this, you have arrived at the signature without noticing...

In reference to PvP.
So hypothetically once the hyperion gets right next to the abaddon and has an angular velocity that is difficult for the abaddon to hit, the abaddon is now doing much less damage to the hyperion and the hyperion would probably win the encounter?

Assuming the lasers didn;t rip the Hyperion to bits while it was closing, yes.
Big IF though since the Hyperion isn't doing anything while it closes and the Abbadon is doing damage --Bird of Prey: Forum God

first and foremost drones deal with close range small ships. after that close range guns can hit the bigger close range targets. long range guns can hit close range BS's but might struggle and need some manual flying.
an amarr pulse laser boat should be able to hit cruisers at close range when you have the tracking skills up. anything smaller and you will be setting the drones on it. the abaddon does some good dps close range with pulse lasers and MF, but struggles to hurt at 50km with the weaker crystals. the apoc on the other hand does less damage but because it can push its lasers out further will do more dps at 50km with better crystals.
i have t2 pulse lasers on my abaddon and the only rats i struggle with are the 50km gurister snipers. i either need to load up on scorch and isk them to death or send the 2 webby drones out and trundle into MF range (no AB on mine, its all cap to run 8 guns and 2 reps). most other snipers go down to t1 crystals just fine. so gurister missions are a massive time sink, if you can avoid them then i'd highly recommend pulse lasers. i have a friend with a new combat alt who is using a t1 version of my abaddon and has given it a good review, so you dont NEED to have the skills for the t2 pulse lasers, or be completely cap stable either.
i dont know if you can run dual reps on an amarr ship without rigs any more, the apoc used to do that when it had the cap bonus. but investing in a solid tank to learn a new play style is well worth the isk. try a few fits out in EFT with your skills to see how much cap time you have. my abaddon is 8 pulse lasers, full rack of cap rechargers, 2 large reps and 3 hards then more cap, rigs are 2 cap one rep amount but you may want to use 3 cap rigs depending on your skills. the webby drones are a must and then 5 t2 lights to mop up the small stuff.
pulse lasers are close range weapons like blasters, but unlike blasters they can hit the snipers at 50km. so go with the amarr for now, and avoid the guristers.
i dont know how easy a lvl4 is with a blaster hype, but it will not be a friendly learning curve. maybe something to aim for once you have a feel for turrets. damsel is one of the few missions where a blaster boat shines. there is no wasted travel time as you get swarmed with close range BS's before you know it. in a blaster boat thats like lining the ducks up to get shot in rapid sucession, i'd be supprised if a long range mission boat can do that mission faster than a blaster boat. but any close range ship will need a heavier tank than a ranged ship, which is why amarr are a better way to start as its easier to get a heavy tank on an amarr gun boat (domi can have a heavy tank but its a drone boat not a gun boat) Because sometimes you just have to go back to your roots: [2005.02.20 01:08:03] (combat) Your Civilian Light Electron Blaster perfectly strikes Serpentis Smuggler, wrecking for 20.3 damage |

lol, ok so my last post is next to useless then. i had assumed this was PvE.
i've been racing rail boats to the rat kill with my blaster boats in PvE for some time, so the person A vs person B bit didnt make me think of PvP.
if your looking at fighting in gate range (ie 40km max between you) then blasters can work very well. if your looking for a more planned fight where one BS can choose the rage (ie is sniping) then if the blaster boat does ever start to get close the sniper will just warp out.
but then 1 vs 1 BS fights are rare unless its a tourny. so who do you see your self flying with? because a lone BS is going to get pinned down and ganked real fast.
are you in a small hunting pack or a large fleet? is this 0.0 or low sec? work out a scenario you want to plan for then tell us what that is so we can give you some good advice for it. trying to plan for all scenarios isnt going to help much, a fleet BS can be very different from a small gang BS.

I have been training for amarr/gallente ships and i have hull upgrades and mechanic both at 5. now its just a matter of picking which ship tree to go to and train gunnery skills up higher. If the abaddon can still do decent damages to cruiser sized vessels at close orbiting range and field a ridiculous buffer tank it seems to me like that would be a better route, though i like the idea of a hyperion due to the fact since you have to be so close you can web/scram the target if need be.
Ive also been told the hyperions tank is mediocre. I'm so split =/
