Okay, one more try.
Look at point 1 above. I never, ever paired 4 CPRs with 4 mid-slot cap regen modules of any kind. I said that you would use either the CPRs or the mid-slot modules. Not both.
I do see your point about cap regen gained for the rechargers instead of the total cap regen with the rechargers equipped, but even if you take that into account, the boosters lose. So, in order to be complete, let's look at several complete builds:
Build 1: 2x T2 heavy cap boosters in the mids, 4x PDSs in the lows. Unless I'm mistaken, this is pretty close to what you had in mind. Build 2: 4x T2 Capacitor Power Relays in the lows, T2 SBA and T2 CR in the mids. This is my proposed build.
Both of these are generating the same amount of slots to cap regeneration for tanking, both have the same number of mid-slots to mount boosters and hardeners as desired. I mounted one capital booster and one each T2 hardener of EM, Kin, Therm, and Invul. Firing up EFT using all level V for an even comparison yields:
Effective EFT Sustained Tank: 3449 for Build 1, 3443 for Build 2. Essentially the same. Build 1 wins out on short term tanking but not by much (3553 vs 3445)
Cap Recharge: 218.5/sec peak for Build 1, 225.1 for Build 2. Again, essentially the same. Build 1 relies on cap charges, which is bad, but maintains a more steady recharge for all values of cap, which is good.
Total Cap: 85465 for Build 1, 70313 for Build 2. Build 1 wins in terms of cap buffer because of the PDSs but it's hardly a landslide.
EHP: 1,223,460 for Build 1, 1,067,079 for Build 2. Again, Build 1 ends up with a bigger shield buffer because of the PDSs.
Fitting: Build 1 requires 616 CPU, build 2 requires only 566. This may not seem like a huge difference, but CPU is usually tight on remore-rep Chimeras.
If EvE were perfect and you always had unlimted cap boosters, the builds would be pretty even; this actually suprises me somewhat because I would have thought that the difference would have been bigger against the cap boosters.
