how about giving us differnt types of crystals to use for mining ice, so you can get differnt types of carrier / dread fuels and are not limited to one type depending on the region you are in.

How about fly to the region of space where you can mine that ice.
I'm sorry but ice is already macroed to death and now you want to mine what ever flavor you want, where ever you want it? No, logistics are the only thing keeping ice prices up atm, take that away and ice will become completely worthless instead of just more worthless then other high sec ores.

Ice is worthless now? High sec ore is worthless now? Hmm I must be in the wrong economy...
Besides, using macros as an argument isn't a valid tactic. Macros circumvent a whole series of factors for the game and that doesn't mean those factors shouldn't exist.

You must be blind, when the best in highsec you can mine is veld because its worth more isk/hr then anything else, about 6 mil an hr, +/- 1mil/hr, and when ice sells for 50k a cube or less then yes it is not time effective to mine in highsec.
As far as the macros go, like it or not they are there, and they are driving the price down so that the only way to make a respectable profit is to trade between regions where one ice will sell higher because you can't mine it there.
Oh and FYI ore is worth a lot more then ice in highsec, less your blind or dont feel like waiting on a buy order to fill.
An as far as using macros as a tactic to argue, its not a tactic, or being used as a tool to prevent something, its the truth. but here is an Idea try to give a good reason why this should happen instead of trying to bash my reason why it shouldn't happen.

The one problem I see with your idea is a logical one: If a certain type of ice does not contain a certain isotope in high enough amounts to yield any when refined, no amount of modulation of the Ice Harvester will suddenly create those isotopes.
It might be interesting though to add a Mass Accelerator POS structure or something that allows production of certain isotopes, though it should be a inefficient procedure, high at maintenance costs.
