Does it matter what order you activate the modules? Scram before web,sensor booster before passive targeter?

Well if you have a passive targeter, you might want to use that first... To actually target someone lol.

Hey Mallec! As a rule of thumb, it's usually better to scramble your target before you web them. Why, do you ask? 
To engage warp, you need to be at 75% of your maximum speed. When you web a target, this brings their max speed down, but not their current - this allows them to slingshot into warp.
For example, let's say my maximum speed is 1000M/S and my current speed is 500M/S, or 50%. I would need to go 750M/S or higher to engage warp. If you snared me with a 30% web, my new max speed would be 600M/S. And since I was already going 500M/S, now 83% of my max speed, I can enter warp immediately.
If you scramble your target first, THEN web, they can't get away.

Man I hate being new...my thinking was that a sensor booster with a scan script would decrease targeting time to lock so it would make sense to activate that first.

That (sensor booster) you usually activate immediately after materializing in space in a system and never turn off manually... much like any resists mods for that matter  Of course, some would argue that it's better to keep them off until you actually need them, so that you have a higher capacitor when combat starts, but IMO it's better to not have to bother doing that when already every split second counts, even if your cap level would be a bit lower when the fight starts... each with their own preferences.

I agree with Akita, here; when you start a PVP engagement, it's better to get your target tackled ASAP so they don't get away while you're turning the sensor booster on :)

Yeah, I'd say that the only ones that matter are passive targeters and scrams/disruptors. Also there's cloaks, which are a special case, since you can't activate anything while cloaked, so you should activate that last in special cases.
