I know I am still a bit of a noob around here but I was looking for a DED agent and found these 3 in my are from this link http://www.eve-online.com/corporations/c_1000137.asp , But when I go there, it shows no agents. Any help would be appreciated. Thanks

You cannot run missions for CONCORD.
So even if you can find an agent for them, they won't talk to you.

Almost true.
CONCORD has two one-shot agents in the galaxy. The rest were removed for balance reasons, I imagine, but that was before my time.
The first agent is at Autaris VIII - Moon 5 - CONCORD Bureau, named Christer Fuglesang. He's got a single level 2 mission that is only accessible to a Rookie Ship or T1 Frigate. Not that there's any risk - for a 10% boost to your CONCORD standing (and security status), you have to destroy an object. Took me about ten seconds in a Punisher. After it pops, Rogue Drones spawn, but you don't have to fight them as the mission is now complete.
The hard one, Jeremy Tacs, is floating in space somewhere in Mandoo, and his "Level 2" (HA!) mission - A Worthy Task - is only really difficult in the last couple deadspace pockets, and the last one is insane. Reward is around 4m ISK, a hefty boost to your corp standing with CONCORD (and through that your security status goes up), and if I remember right something else.
Both agents have security status requirements to talk to them - 2.0 for Christer and 3.0 for Jeremy.
Jeremy Tac's mission is in Mandoo, in a static location. It looks like it used to be a 5/10 DED Complex that was sort-of converted to a mission. The beacon showed up system-wide on my overview after I warped to the mission. At least one player camps this location a *lot*, looking to steal the mission loot - Lazron Kamon (and since this is a one-shot agent, you can't try again). I saw somewhere that having the Plasma Physics skill trained will let you skip about three pockets of this mission vs. Rogue Drones by taking a "surging" gate. The last room has a Drone Mother - a LCO with obscene shield/armor repair - something around 100% every six seconds. Also fires EM torpedoes that were hitting for around 1400 dmg every 6-10 seconds, plus a laser weapon whose damage I really wasn't concerned with.
As an aside...the story of Jeremy Tacs is a touching one. Read on...

From some old report the Drone mother enter in some kind of siege mode if you get too near (50 km?). When it is doing that it repair 5.000 shield and armor hp each cycle.
I was doing some structure damage through bleed through with a Domi with sentries and a torp raven (before the torp patch), but my characters weren't maximized for damage.
You don't need to kill the drone mother to complete the mission, only the insane scientist.

Nope, he's elaborating on my notes on the Drone Mother in the last room of Jeremy Tacs' mission's last pocket. I've managed a tiny bit of hull damage to it, but I couldn't produce the damage needed to make it happen. The siege mode makes sense, but I wasn't carrying Wardens to test that at the time. I remember finding that post as well, now that it's morning for me.

Me and Pilot Bud Good Destroyed the Mother Drone in the end with a Megathron, Abaddon, and 10 T2 drones. So as a side note, it can be done. The loot however; from the mother drone was no better than any other BS drone.
Keep in mind, it took about 10 minutes of concentrated fire on the mother drone. The shield almost always fully regenerates every few seconds; the Armor and Structure do not.
