 MWDs were a necessity in order to catch other MWDers with nano up the ass.
 
 
 Microwarp drives should NOT and NEVER be a necessity, nor should afterburners.
 
 A ship design without afterburners OR microwarp drives should be a viable mod fit setup, but prenerf anyone who wasn't fitting an MWD was kidding themselves.
 
 
 Lets look at the types of tank.
 
 Shield, armor, speed.
 
 Now, the first two types of tank do only 1 thing, help you take more incoming damage. You still move the same speed, and you don't do any more damage yourself.
 
 That last one has always been a problem. it differs from the first two tanks in many aspects.
 
 As it is a tank based on speed, not only do you get a tank that is fully passive (damage isn't repaired or resisted by hardeners or reppers), you also get to dictate when you leave as well. Neither of the above two tanks have this. Also, since you're tanking with speed, you can add modules to yourself that increase your damage dealing capability via tracking computers and target painters. Meanwhile, though your setup is superior in both avoiding damage, placing damage, and dictating your own escape fully, both of the previous tanks do NONE of this but mitigate or repair incoming damage.

 Edit: OP fit stabs on your shield or armor tank ship and you can choose when to leave also, or bring ECM and you can choose when to leave (ECM tanked scorp???). You are thinking way too linearly and not even trying to use what is available to you.

 Speed is very important to all ships, even ones that shield or armor tank.
 
 How do you get in your range or escape your enemies optimal range?
 
 How do you get into tackle range or escape tackle range?
 
 How do you burn out of the range of bubbles/burn back to the gate in gatecamp scenarios.
 
 Honestly, you would be having a world of trouble trying to do any of those things in a ship going base speed.

 which is why the OP isnt saying "speed is unimportant" but "speed needs to be done differently"
