I was wondering, is it posibble to construct a carrier in high sec, allthough cannot move it from there, and if would anyone construct one for me.

Some people still sell them, incidentilly I've just done exactly that. You'll be expected to pay multiple billions tho.

I don't want to ruin your fantasies but a carrier in high sec won't help much. Sure you could display it around a station but word is if you engage in hostile acts you will be teleported to a random low sec location and you might not like where you end up.

As the owner of a high-sec Veldnought I assure you that it's still entirely worth it, even if you can't engage in hostilities.

Can carriers pass trough acceleration gates in level 4 missions?
What do you mean with hostile acts? Would I be removed if I attack a rat?

No, you won't be able to pass through level 4 mission accel gates.
