For 2 dayd now, I am not able to craete new characters on either of my EVE accounts. I can go through the build-up process and into the portrait interface, but upon leaving the portrait interface, I just get stuck the LOADING screen without proceeding to the name-check. Anybody else experiencing this?

I had the same problem
solved it with deleting my cache and settings folder (=just move cache and settings folder to another location for the time of the char creation, and when the char is created copy cache and settings back) |

There are several solutions to this as far as I know, and I've had the problem as well.
1. Open the Display and Graphics settings in the ESC menu. Set "Cache" to "Normal" and try again.
2. If that doesn't work, go to the "Reset Settings" tab and Clear all cache files.
3. If you are in Linux and running thru Wine, relog to Windows. Wine seems to be cranky about the character creation process.

I have tried everything listed in this thread. None of it has worked for me. I am not able to create a new character. I currently can get through almost the entire process. I am able to complete the 8 or 9 steps required, then when I click accept to give my character a name. It goes to a black screen followed by a red box in the middle of the screen. In the red box it says change step, and the bar within continues to fill with a graphic when the bar is full it simply sits there. It has stayed that way for over 15 minutes. Help, I would like to be able to create a character. |

I got the char creation working after renaming the Cache folder under "Program Files\CCP\EVE"

That would be the same as using the "Clear Cache" in the EVE menu.

Sorry to hear it doesn't work :/ For me the setting of cache to "Normal" solved it. Even in Linux. I dunno what else to do. You could try petitioning it to a GM. (Use the F12 help menu in game, or use the Petition option in the menu on the left here on the website)

I had the same problem soloution is
find your catch, this is a differnt 1 to the mentioned in a reply to this post
documents and settings/*username*/local settings/application data/ccp/eve/ *tranquaility*/
and rename ur catch, creat character then reset the name of your catch folder
