They have 10 turrets and take medium-sized weaponry. Their tanking ability is very poor but damage output is high and it needs to be anchored in order to use. A pod pilot boards it like any other ship in space, secure access is available.
In order to deploy one of these stationary weapon systems, you need a field construction craft. It could look very industrial with cranes and protruding robotic arms. After the platform is no longer needed, it can be disassembled into its base parts, ready to be reconstructed again.
These require a gunner inside, they do not fire automatically. They have an incredibly strong sensor strength, not easy to jam or damp and have massive range bonuses.
It's something you can deploy when you know an enemy blob is about to come through the gate. Or for gate camping. ------------------------------------------

What you are suggesting is some kind of stationary ship that can be deployed (anchored) at gates, and used to defend space to some degree.
I have heard/read rumors that constellation sov. might one day allow you to deploy some kind of extra defenses - presumably around gates.
A gunnery platform like the one you suggests is a lot of work compared to simply not putting one up and having a bunch of battleships protect the gate using bubbles/HiCs/dictors/whatever.
And if they require a gunner, who would actually bother? I know it's cynical, but I know how lazy people are in 0.0 (which is where they'd be restricted to being used).
I guess the reason CCP has yet to introduce "sov.4-defences" is because they are not happy with the ideas they've come up with so far.
