Large amounts are not so good, he would quickly notice that.
But if you give him a billion here and there I don't think he will notice anything. I mean, it would be a change similar to those right of the decimal point - not really easy to spot.
After you transferred him (best with a noob alt) a couple of times a few billions go ahead and petition petition petition. And then CCP has to ban him - if they wouldn't use double standards.
