SO I have been trying to track down how to find this skill without buying it (What fun is there in buying it) So I have been looking around and have not found a lot of information out there.
The closest I can find is that the Talocan Skill book can be found in the treasure hold past the ancient gate in the devil's dig site. however, one needs the Ancient Ciphering Totem to access this gate. I have been told I need to access the crates in the first warp in area. After doing this for several days and not finding a totem I have come here for assistance (hopefully).
Any information would be helpful.

I too tried to get that skillbook but the drones in the first pocket were really painful, what ship did you do them in :P? |

I was in a drake, and they ate through my shields pretty fast so I couldn't just ignore them.
Next time I think I will bring a golem to hoard all the minerals lol. But I will definitely use a BS (probably a raven) next time I go because they do pack a huge punch for frigate sized drones.

Well, I guess either no one knows anything about how to obtain this book, not buying it, or about how you obtain the Totem.
Or they know how but do not want anyone else to know as they make isk off of it.
Heh, even a point to which npc's to talk to would be helpful.

The technology skillbook can be found in any archeology can in the cosmos complex that can seed decriptors (like talocan info shards). If you have info that they can be found in the treasure hold, ccp might have change this since I got mine.
Every empire cosmos constellation has one type of technology skillbook. They are very rare drops so you have to be very persistant to get one. You will need the archeology skill and a analyzer (one less mid slot for shield tankers).

Do you mean exploration plexes?
Or would I be able to find them in say the Devil's digsite. You have a plethora of cans to open there that usually have some talocan part.
If it is exploration I will have to bring my cheetah down there for a look see. (I cheetah all the time!)

No not exploration complex, but cosmos complex, like devil's dig. The cans that have talocan items is where the skill can drop.
