I just read something that makes me nervious.
I was reading through the Knowladge base and it says the aggression timer marks the time since your last act that would make CONCORD fire on you. I have noticed that when I am attacked by NPCs, even if I don't fire back, my aggression timer kicks in. Does this really tell me that I am in danger from CONCORD even if I was just defending myself?

No, it tells you that your "in danager" from that faction of NPC.
If you mouse over the timer it will tell you who it is with.
The agression timer from belt rats is meaningless.
You could have an agression timer against a player corp if you stole from them, in which case the timer tells you how long they have to seek their revenge.
If you commit a criminal act, then the timer will be againt CONCORD in which case it is unwise to enter high-sec in anything other than a pod, and even that is risky.

An NPC will never pod you. That includes belt rats, mission rats, concord etc...
If they do you can petition for reimbursement.

Can you give me an example of how a player could pod me in empire space while I'm idling and doing nothing, and have a CONCORD agression timer? I'm not challenging you, I'm asking honestly because I didn't think that was possible and I want to know under what circumstances that could occur. I keep hearing that empire space isn't safe, and I know about can flipping and auto-respond attack, etc. What are other ways to get skunked in empire doing nothing but sitting still?

For a point of reference, say you're a pirate (you know, under -5 sec status and blinky red), if you enter highsec in a ship it will be shot at and pursued by the faction police.
In contrast, if you just sit in highsec with your pod, you're vulnerable to being shot by anyone, but CONCORD will ignore you - doing so is a bad idea however, as someone that sees a blinky, shootable pod oftentimes will shoot it.
Keep in mind that you would need to commit a recent criminal act to be flagged, or a string of offenses to be put under -5 sec status and vulnerable; if you mind your own business in empire, don't shoot at anyone illegally, and watch out for can flipping, you won't be shoot by someone else without CONCORD responding to protect you.
That latter situation is called a suicide gank. That, well, you can find out about a lot of places.
