A change to the bounties that isn't justified* that also doesn't do anything to the main flaw with the bounty system:
- Once your bounty gets higher than the cost of a medical clone, you can get a friend to pod you and you share the ISK. So a bounty is just giving ISK to the target.
*It shouldn't be too hard to justify

because sec status is easy as hell to get. duh, many many pirates have super high sec status

Because placing a bounty on someone isn't about thier security status, it's about wanting them dead, it would really expand my options.

True. Problem is that the bounty system does not do that, allowing people with high sec status to get bounties on them just means that more people will be giving away ISK to their bounty targets.
And it isn't worth specifically targeting someone with a bounty on their head unless it is way above what their medical clone costs. So low bounties do nothing, high bounties either have the person get a friend/alt pod him for the ISK or are kept to show off.
So why don't you just give the ISK directly to your bounty target if you can't place the bounty on them ?

A better way would be to pay bounty per destroyed ISK. So that you can say "I'll pay everyone that destroys 2k of the target's property (insurance value) 1k, up to a maximum of 10m isk total bounty"

I you truly just want them dead or griefed dont worry about sec status or bounties just hire one of many quality Merc Corps out there to just give them hell
