OK, from what I've read I need to find myself a nice 0.8 or 0.7 system with lots of asteroid fields. I'm currently flying a fairly well geared Kestrel complete with salvaging abilities. If I go to a 0.8 or a 0.7 system to rat, will I end up getting my ass handed to me or will I be able to hold my own? Also, how do I find the nearest 0.8/0.7 system? I'd rather not have to do countless jumps just to get there.

A kestrel will likely be able to handle the rats in 0.5 and above (although 0.5 might require a little bit of thought into how you defend your ship). There are no rats in 1.0 and 0.9, so 0.8 rats are the easiest... a newbie starter frigate can probably handle those. You shouldn't have any problems.
You find the nearest 0.8 / 0.7 by opening the map, coloring stars by sec rating, and looking for greenish blue systems near you. Hover your mouse over the dots and it should say what the sec rating is.
Once you get a handle on the rats, you might want to try missions. L1 mission rats are sometimes tougher than belt rats, and they're guaranteed to spawn in large numbers when you take the mission. There's no time wasted going from belt to belt looking for something to kill.

Ombey's Maps are very useful, for finding appropriate sec-level systems nearby.  _______

1 other thing about ratting in belts (other than missions) is faction spawns.
these are rats that have higher than average bounties (400k for a frigate, etc) and drop faction modules and BPC's which at the lowest end are worth millions. high end stuff (a rattlesnake BPC, although i doubt that it can be dropped by a frig) are worth up to a billion
you can find them by 1) their name (dread gurista instead of just gurista) 2) their wreck (cannot salvage guristas small commander wreck as your skills are not good enough) 3) not paying attention and looting a DG invul field by accident (ive done it, its a great suprise)
