Can anyone recommend a good cruiser for probing down safespots/mission runners and still having enough ompf to take a target on or am I hoping for too much? I can use covert ops with an alt at the moment but I am restricted in the targets I can be confident of attacking. I usually probe with the covert ops and then warp my Arby in to carry the fight, but it would be useful to be able to engage with both ships when finding bigger targets.

Pilgrim would be very useful vs active tanked mission ships (read: would practically delete their tank).
I don't think you will find many T1 cruisers which do well enough in that role.

vexor would be better because it's damage is based off of drones not guns or missiles. because the launcher takes up so much of the fitting you won't be able to do much damage on your target without drones. so vexor would be my choice for t1 cruiser

Phantasm has an ungodly amount of CPU. You can fairly easily get a probe and a good standard fit on it at the same time. Bit of a steep buy in price though 
Arazu is probably the best bt tbh. When you jump into their deadspace pocket, they might be dozens of KM from you. By the time a boat can slowboat to the target, the mission may well be completed already. Arazu gives you the scramble range and the damps at that range to shut the target down. At the same time, it brings respectable drone + railgun dps to help the rats break the tank.
Pilgrim would be harder to fit, and far more risky versus Raven variants. However, it will always kill the target (assuming its not forced off grid/killed). Some faction fit ships might easily tank you and the drones and the rats permanently in the Arazu.
