So, I was bored and played around with the numbers for a non-faction fit Ishtar for Kin/Therm targets with max DPS... only one of those silly EFT threads so far while waiting for WC, Berserk or The Assault to turn up, but here it goes:
High: Heavy Neutron Blaster II Heavy Neutron Blaster II Heavy Neutron Blaster II Drone Link Augmentor Empty
Mid: 10MN AB II Fleeting Propulsion Inhibitor Drone Navigation Computer Cap Recharger II Cap Recharger II
Low: Medium Armor Repairer II Hardener II N-Type Hardener I Magnetic Field Stabilizer II Capacitor Power Relay II
Rigs: Capacitor Control Circuit I Empty
Cap stable with everything turned on, including blasters firing Void M for ~200DPS in addition to the drones. There's a bit of power to spare, but CPU is as tight as possible with 356.15/356.25, not much to do with .1CPU hence the T1 webber and hardener... I could drop the drone link, but it's useful for getting the drones to work on on those pesky web/scramble frigs ASAP.
Question is really what to do with that last rig mount... I could fit a Hybrid rig thanks to the spare power, or Low Friction Nozzle Joints which should give me a tighter orbit. Or a targeting rig to target the full drone range... any ideas?

I'd go with moar DPS, to be honest.
9 out of 10 blueprints prefer New Eden Research!

With skills up you dont need the Drone Link as you cant target further without modules to increase your range.
Look at the Ishtar bonuses ;)
Spare rig slot, sentry damage ;) Most people will read this thinking it's part of my post, when its actually my sig :P

Drone skills is something I've been wondering about... does the EW drone skill affect range regular drones as well? Excuse the newbieness, but I've been off a bit and that's pretty new to me. As for sentry drones û well, I want mobile drones since the point of adding those blasters is to burn straight into the fray and hope for the best. 
If I get comfortable with the setup I'll try and drop one of the hardeners for a second damage mod... having a kin hardener on Ishtar is probably a psychological thing.
Just trying to get away from the orbit at 60 and go afk deal...

Yes. Max order-giving range from skills only is 60km with any drones.

With long range targeting at 5 I only get 75km on my Ishtar
T2 sentries dont use the spec skills, but sentries 5 means access to all t2 sentries, not just one race. I notice swapping them out for damage type over "DPS" is a way better idea. I chew through Sansha / Blood faster with Curator II than I ever do with Warden II.
I know this is a non factional fit, but faction hardners use way less CPU if your having trouble fitting.
I'm not really familiar with blasters at all so I cant really help with close range fits. My mission Ishtar is setup for sniping with sentries and I only have 1 250mm II railgun for aggro. I always like to sit out at max range and orbit the sentries while killing things that are trying to approach.
I always thought of the Deimos as the blaster option TBH.
Most people will read this thinking it's part of my post, when its actually my sig :P

I've tried it out now, and it was pretty fun. Blasters can take out a BS in about the same time the drones eat two, so it speeds up the process a bit. Still, focusing on cruisers and frigs first seems the way to go, since they outdamage the tank when they come up on you in hordes. And making sure all the webbers are gone is essential...
Feels like a good setup, and it still allows the aggro everything, orbit wide and go for lunch approach.
For the rig question, I'll have to try some ammo without tracking penalty first. Hitting things smaller than battlecruisers took a while. Maybe the tracking rig can be an option.
