I was wondering what skills i would need to be a fully effitive sniper in a hurricane or maybe bigger ship let me know thanks

medium artillery specialization 1++ (use T2 long-range ammo, it sucks, but, oh well) sharpshooter 5 (self-explanatory) weapon upgrades 4 (for tracking enhancer II) trajectory analysis 4 (for tracking computer II) projectile weapon rigging 1++ (for optimal or falloff rigs, whichever rocks your boat)
then a shedload of fiting skills to actually manage to get everything on the ship then a lot of luck not to get popped almost as soon as you undock since your setup is paper-thin

Snipe what exactly ? NPCs in belts ? NPCs in missions ? Roaming gang PvP ? Gate camping ? Fleet PvP ?

Battleships, preferably with an optimal range bonus (but not mandatory)... or T2 ships with dual optimal range bonuses (but can be expensive to lose). Still, sniping in PvP isn't all that great unless done in a pretty large group, in which case, you're better off asking THEM what to use. If you plan to snipe in solo or small gang PvP... just don't, give up on the idea right now.

Skills are mentioned quite well, I would add Advanced weapon upgrades couse sniper guns are hungry on PG. Hurricane is not smth you thing then ppl say "sniper" :) If you fly minmatar Muninn is small pvp sniper. Fitted with artileries can reach 150km range. Or you can fit less range but more dps. From BS'es Tempest and Maelstrom are very good. Have huge alpha and are mobile.

While the Maelstrom and Tempest have a high volley damage, the Megathron can achieve a higher optimal range. At least in my experience.
Edit: you can easily achieve 200km optimal on a Megathron but the volley damage wont reach as high as you might've wanted.
If you're using Evemon, just add the skills needed to use large T2 artilleries/rails/lasers and Sensor Booster II's. Those should give you a good idea of the support skills needed.
There are alot of other support skills. I suggest you go try out Eve Fitting Tool linky. Fit up your ship in there, right-click your guns and frost yourself on the "Affecting skills" context menu.
