Well, I joined a corp and moved to low sec to do missions as a team and do some ratting...of course this brings up added risk of PvP (although the system is under the control of a pretty big alliance...) but anyways I've got my raven "speed tanked" with some target range extenders and 6 xt-9000 cruise missile launchers shooting the correct type of missile for the local rats...anyways my strategy for dealing with hard rats is to fly away from them (hopefully before I aggro them, although I've got some shield skills/fittings in case they're faster than me and start out close...) - also my raven has a range of 144 km with the cruise missiles and targetting...
So anyways is it effective in PvP for me to get far away if possible, then shield tank and fire missiles? That strategy works pretty good in lvl 4 missions at least...in the last two slots of my raven is a tractor beam and a salvager, I kind of don't want to give those up for the extra ratting loot...
Also how good of a contribution to the fleet will I be in this raven? Are there any simple changes I can make to this raven to make it more effective in PvE and/or PvP without sacrificing the other?
It's not currently rigged, but I'm training that skill next...

You want to speed tank then you'll need snakes, pollys, good mwd and a cnr, but it is very possible. Dula mwd raven might be gone but nano are still here, just be glad they nerfed torp range.
