I was checking the status of live servers (http://www.eve-offline.net/) and there are three servers, Singularity, Serenity and TQ. Serenity has about 4,100 people on it.
Is it just a testing server for GM's etc? Or can you access it?

If I remember correct then serenity is china cluster.

As previous poster mentioned it's the Chinese cluster and you would need to have Chinese national identification number in order to access it.

Yup, "Serenity" is EVE-China.
It's operated by a Chinese company called Optic Communications.
You could say they're a franchise of EVE, as they're paying CCP a portion of their income for the game code and tech support, plus whatever additional features they want to have.
By Chinese standards, it's almost a complete flop, but they're trying to change it enough to appeal to the Chinese gamers, so you'll notice a lot of weird features in it, features we'll (hopefully) never see on TQ.
I can't stress this enough : although EVE-China is still "SORT OF" EVE, it's not quite EVE.

Jeah for example some of EvEs Story and Lore was not able to pass the Censorship.
I am not really sure what the changes were actually but i think it was the democracy of the Gallentean Federation and i think something about the Amarr State having an Emperor or so.
As far as i know isk selling for real money is allowed on the Chinese Cluster (you cant sell any game in china where this is not possible - or was that Japan?)
