How does the HIC's warp bubble work in high-sec? Do you get CONCORDed for even turning it on, or only if someone you're not allowed to kill comes within its radius?

It's a case of you can't activate it outside of 0.0 unless it has the focused script loaded, when it becomes similar to a normal warp scrambler (apart from the strength of course)

Yes, it works in hi-sec. Of course, there isn't much point to be quite honest, unless you need a tough tackler and the target is likely to be heavily stabbed.

The focused point works everywhere.
The unfocused bubble works only in 0.0.

Focussed HIC's are often used in low sec gatecamps. In high sec you don't see them very much outside war corp camps because in most cases either the target is extremely unlikely to be stabbed or a tactic is used that requires the target to be killed well before he could warp off anyway (because of CONCORD intervention).
