Will you pay the transfer fee?
Will the char be in hi sec?
What is the chars security status?
Do they have any other negative standings?
Do they have a positive wallet?

I am at work at the moment, so I can't get on. Will be on tonight (UK time).
Now that we have confirmed the deal here, I am happy to just transfer the ISK when I get home from work, then wait for you to transfer the character.

You can't be a Recon pilot as advertised without Cruiser level v. You need to have that skill to be able to fly the ship.
Also you cant be an interceptor pilot as advertised without the racial frigate v.
Also you cant fly covert ops, ship without the racial Frigate v
This leaves you with a further 1,475,215 sp still to train before you can call yourself a pilot of the said ships.
Its probably just a honest mistake on your part, but you should make the buyer aware before you trade character, or he could petition this as falsely advertised character, which would lead to a reversal of exchange and bad mark or worse on your account.

Well it clearly stated you NEED cruiser V, and Frigate V to FLY the ships. the recon skill alone does not let you fly the ship without the other skills. and according to his skill sheets he has neither cruiser V or Frigate V.

Well it clearly stated you NEED cruiser V, and Frigate V to FLY the ships. the recon skill alone does not let you fly the ship without the other skills. and according to his skill sheets he has neither cruiser V or Frigate V.
Okay.... then I AM missing something..... are we looking at the same skillsheet???
Does his skillsheet not show both Minmatar Frigate V and Minmatar Cruiser V??????

Yes looks like you was correct. my mistake i was only looking at the amarr ship skills, assumed as he was amarr i only looked at them ships.

So - to clarify, the info in the original post is correct. The character CAN fly both recons, covert ops and interceptors.
