I think it would be neat if industrial people could build custom ships. In this case a custom ship would have the same 3D model as a standard ship (like a Raven, for example) except one or more of the numbers/attributes/slots/etc would be different. This ship would be sold through contracts.

Has been requested many times before. The reason why it won't be done any time soon is that you'd need to create separate object types for each possible variation (or set of variations), due to how items in EVE are handled. Besides, they have given us a slight variation of your request already... does the word "rigs" ring any bells ?

This. Custom ships would completely nullify CCP's efforts on behalf of the Need for Speed.

Pardon me ? That has nothing to do with "need for speed", it only has to do with workload vs benefits. Adding new item types doesn't slow down the game in any noticeable way (it only increases the database size negligibly, it's almost literally like complaining an extra drop of water in a lake, especially if you don't list them as "publishable" on the market), nor will any instanced object (i.e. assembled ship) occupy more memory nor need more CPU power if it's of one of those new types rather than one of the old types. The slowdown due to the addition of variants will be small enough to not matter... but it would be too much clutter from a "what the hell is this again" perspective when trying to find the proper ship type, too much clutter in all "variants" tab and so on and so forth. The reason NOT to have this was never performance, it was time needed to implement (a lot) vs benefit (minimal, or one could argue, drawbacks in most cases).
Now, would you find a DIFFERENT way of doing this except adding new item types (so, only modify instanced objects, just like rigs do now), now then you'd be talking. But, like I said... we already have rigs for that, what else do you want, a second set of rig slots with something else entirely inside them ?

CCP has hinted at allowing limited customisation of ships then they are built. This was discussed as part of there enhancements to the industal side of eve.
From that they said, you will be able to add a special rig to the build process (as a component) if you have the correct skills. This allow customisation but limit the database impact as they only have to track the rigs and not each possible combiniation. Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congrated by carebears for the actions. |

Rigs? And the Need for Speed reference was that every minor customization would require a copy of that very ship in the database, and if you had a nano*** gang with 20 vagabonds all 'customized' I wouldn't want to meet them on grid, the horrible lag that would ensue would probably crash you out.
