Whilst engaged in a fight, fire you're tracking beacon at the opposing ship. It would work somewhat like ECM, there would be a chance (depending upon personal skills) that the beacon would miss (maybe a 65% chance of a miss, and a 35% chance of hit, standard?).
If you hit your target, and he somehow managed to escape, you would have the capability of locating him down to the exact station of any system within X amount of jumps in a radius around you (again, based on skill). The timer could be around 15-25 minutes or so. This would give you time to organize an operation to find X target.
This would be extraordinarily helpful in those circumstances where you see an enemy ship just before he warps away, or jumps through a gate. As he is about to warp/jump, you snag a beacon on him (unbeknown to him) and follow his every move for 15-20 minutes.
Notes
Depending on how overpowered a 20 minute timer would be, obviously it could be adjusted. Or maybe the hit/miss ratio would be drastically adjusted to you have a very small chance of getting a hit.
The system would (hopefully) be a non-locking / non-aggressive system. So possibly a High security option? Maybe that would be too unreasonable though...

But in a sense, it wouldn't really affect locator agents. If you have no clue where someone is in the EvE galaxy, locator agents would still be infinitely useful.
This would only affect them once you have already made physical contact with their ship, and you wanted to be able to follow them back to their home POS or wherever they may be going.
(For the record, does CCP know "Locator" isn't a word? Perhaps someone should break the news to our Icelandic friends...) |

Well I always see people throwing ideas around on these forums...and it technically would be a Module 
As far as aggression, yeah I don't think it should work like a gun. It should be an almost unnoticeable thing IMO, but maybe not for balancing issues... |
