How much does a large control tower cost to construct?
How much does a station cost to construct?
How many control towers and stations have to be constructed for an Alliance to take control of a system?

Large Control Towers are, as far as I'm aware, not constructed, but simply bought of NPCs (or in the case of faction ones, dropped of NPCs).
The cost of an outpost overall is something like 20bn or so. I don't exactly know. However, I'm sure it's not difficult to figure it out by looking at the needed components and doing some basic addition. |

1. You can't construct them, you buy them finished from NPCs. Unless they're faction towers, in which case you need a base NPC-purchased tower of the same size anyway.
2. The greatest problem in building a station is not the cost of materials (although that is quite important too), it's the needed workload (hauling the materials to the location) and the issue of security (some of the materials need to be purchased in empire and hauled to wherever you need them). You could probably pull it off for the equivalent of 30 bil ISK, maybe less, depends who you work with.
3. One more tower (or a larger tower) than any other competitor. So, yes, you could theoretically claim sov with a small tower and nothing else in an uncontested system (if you find any). Stations don't (directly) affect sov status (not up to sov 3 anyway, and sov 4 is a bit more complicated).

So how much does a large control tower cost to buy from an NPC? And do I need rep with the NPC to do that? |

Open the market and look. There should be plenty for sale in just about any empire region.
base prices are 100, 200 and 400 mil for small, medium and "regular" (large), so that means you can find them in most places for 90, 180 and 360 mil (10% below base price due to NPC supply/demand cycles).
P.S. And no, you don't need any standings to do that.
