The market window can now be set to not automatically refresh after buying or selling items as a new option in the Market > settings tab.

Reporting from Jita with refreshing off:
Indeed, the list doesn't refresh...
BUT!
I still have a moment where it lags because the stuff is being placed in my items list. And this delay is exactly the time the data needs to refresh. Ergo: it hasn't solved my lag'n'wait problem.

It has solved mine for the most part. Of course all of my purchasing gets dumped into deliveries making Athre's life tougher -  . This is a good step forward though. As a suggestion, close your item hangar and asset displays while doing your purchases(?).

1 - To say what you mean.
2 - To say what it means.

Is this the reason that so many of my corp members are complaining about this error message, a lot: -
"Broker found no match for your order. Others might have been before you, or your quotes might be outdated."
Which I have now just started getting also despite having refresh turned on?

I've seen that as well and also don't have refresh on.
This is definitely a glitch. I have tried to buy a couple of things recently, that were in Jita in their thousands, but I get this message until I refresh. It appears that even if the game knows there is stock, you have to refresh the screen before you can buy it.
