Me and someone else decided to have a 1 vs 1 in amarr via me dropping a can.
The guy ws a bit new so didn't know game mechanics well.
He grabbed the can and started shooting me before I could lock him :P
His Punisher got concorded and we all had a good laugh.
I quickly stopped laughing when I saw the logs.
19:42:46 Notify Largo d'Alba, Criminals are not welcome here. Leave now or be destroyed.
19:42:59 Combat Largo d'Alba aims well at you, inflicting 28.3 damage.
It took over 13 seconds for concord to respond in a 1.0 system?

I guess that "CONCORD response times for aggressing a neutral player in High Security space have also been significantly reduced." means that they have been delayed by 30%.
Last time I tested on Sisi it was 10 seconds in a true 1.0 security system.
Or perhaps that was an earlier revision of these changes as I am not sure exactly which point during those revisions that I did my test.

We all assumed reduced means less time not more :P
SO now Suicide gankers can launch a good 2-3 Volleys at haulers instead of just 1

SO now Suicide gankers can launch a good 2-3 Volleys at haulers instead of just 1

Who says they haven't been reduced OVERALL ? This could as well mean increased in 1.0 and severely decreased in 0.5, for a shorter average but a smaller spread.
