But from the start i have Small Hybrid Turret at rank 5, yet I'm under the impression that if I'm planning a mission career focused on fighting, and eventually some PvP on the sidelines, I'll eventually have to move to medium?
Note: I play solo by nature.

T2 guns need lower gun specs which in turn need the turret at L5. So no matter how you look at it, that skill is a prerequisite anyway.

Is there a fast ship that will hold its own in level 2 combat missions?

1) Besides After Burners there are Micro Warp Drives.
2) There are Over Drive Injector modules you can put in your low slots.
3) There are nanofiber devices you can use to make your ship lighter.
4) There are also skills you can train, such as those under the Navigation category that will improve your ships speed, handling and energy usage. There are skills under the Spaceship Command category that will also improve various aspects of your ship handling depending on the bonus's the ship gives.
And I'm sure there are a number of things I've missed.
So, while there's only so much you can do about your ships basic speed it's not like you can't do anything about it.
Also of course, some ships are simply faster than others. Each faction has their own Fast Frigate. The Amarr have the Executioner, the Gallente the Atron, the Minmatar the Slasher and the Caldari the Condor. You can make a speed boat by filling one of these ships low slots with Over Drive Injectors and starapping a Micro Warp Drive onto it.
Some of your cruisers are going to be faster than others as well.
You aren't restricted to one Factions ships either. If you really want speed, the Minmatar are known for that where as the Caldari are not.
Lastly, to the OP, I'd change my attitude about "wasting" skills. If you learned something from a skill or got some use out of it, then it wasn't "wasted". The only way you are going to know if you really like doing something is to try it out. Reading what other people say about something on the forums and doing it yourself are two entirely different things. Some people for example may find Exploration a gigantic bore and others find out to their surprise that they love it. Same thing with Trading, Mining, Factional Warfare or anything else in the game.
Some people have gone down a path they found out they did not in fact care for and, after learning a great deal about the game - decided on another path that they preferred - and created a new character from scratch.
Now here, on creating subsequent characters, you might be better able to fine tune a character's development since you now know much more about what it is you want to do. But just starting out in the game you are unlikely to have that great an insight into what it is you're going to enjoy most in the game.
Also - even if you really like doing something - that doesn't mean you're going to want to do nothing but that. So having different capabilities whether with the same or over different characters is another way of increasing your flexibility and thus your ability to enjoy the game.
If you have a specific goal in mind, there's nothing wrong with trying to take the shortest path to that goal but I'd not be overly concerned about "wasting" a bunch of time on things. You'll just torque yourself for no good reason ... and there's enough stuff to get torqued about as it is without making stuff up to get ****ed off about.

If you are careful and know what you are doing, level 2 missions can be done in a Teir 3 frigate such as the Incursus. You should be able to smoke them in an Assualt Frigate. You could also try an Interceptor if you really feel the need for speed.
Generally the preference is for brute strength rather than style, so more people move on to cruisers as they have lower skill requirements. Why use a dagger when you have a big huge spikie club!
However, if you like faster more agile ships then look at moving into the Tech 2 frigates.

Missions are probably the worst part of EVE and the most efficient way to do them is by getting larger ships, you are correct. However, missions are doable in an Assault Frigate and small/fast ships, frigates as well as cruisers, are very useful in PVP.
As far as solo...Not sure on that part. For missions it's fine, but most PvP in EVE isn't solo. You could solocamp gates (need a battlecruiser or heavier ship) or try to do solo piracy, or form a one-man corp and declare war on some people...but really PVP, especially in small ships, is generally a group exercise.
