You do understand that the USA could simply ban CCP from selling EVE in America correct? You cannot use VPN on most home computers as most home computers are not setup to be logged into via VPN.

Also most VPNs do not mask or change your IP address,they create, wait for it, a virtual connection with its own IP address, you still have the IP address you used to access the internet, so you are not hiding anything from someone who knows what they are looking for.
