Hi. Me and friends are looking to fight some pirates, but there will only be 2-4 of us and only in frigates (probably rifters). Our Corp is NRDS, which we prefer.
Younger pirates would be nice too since we're inexperienced.
I know there's no such thing as a fair fight, we just want a chance to win even if it's a slight chance.
Can anyone offer suggestions about where to go, what targets to pick, and maybe even what tactics to use.

eh, go to a mildly populated low sec system, not to overly populated, and be extremely picky about your targets

Here's what I used to do before both my characters got too old for anyone with a brain to fall for it anymore...
1) Put character "A" in a mining frig, complete with mining lasers, drone (if your ship fits one), and a can. Also fit it with a warp scram and as much tank as you can squeeze on. Make sure it's all baseline T1 stuff since this ship is almost sure to go pop and you want insurance to pick up the tab, not your wallet.
2) Put character "B" on the other side of the closest gate from character "A" in a solid pvp frig (I used a Navy Comet, expensive but it got to the site quickly and it's the next best thing to an AF)
3) Mine for a while
4) When character "B" gets flipped, character "A" jumps and warps to the site, while character "B" tackles and keeps him from leaving.
5) ???
6) PROFIT! ---

I would also like to request the location of some unorganized and inexperienced pirates who are flying frigates or tech 1 cruisers. Preferably ones carrying officer modules in their cargo holds.
That is all. 
Seriously though, if you want some pvp practice, talk to Stormfront J.U.N.T.A. ("To Whom It May Concern" thread starter). They bring a good fight, and would honor a prearranged 1v1 or 5v5 or whatever. Many of their pilots are pretty low on skillpoints, so they're in the same boat as you are. It would be good experience for you to contact them and arrange a few fights. Just can flip each other until both sides are flashing red to each other, and then have someone say GO.

Stormfront should be fun if you can get them to fight. I probed one of their gangs down and warped to them with my drake. I got a point on one of their BCs and all 10 bolted. Warp stabs and system camping FTL.

In the off chance you aren't a troll or totally clueless, I'd start by dropping the NRDS policy. Unless you managed to set the entire EvE population red, being NRDS means you will have a hard time finding the easy ganks you really want.
Or you could fight each other. Green isn't blue

Not a troll. Last night I scouted Eifer but didn't see a single low-sec status pilot (!!!) just a bunch of 2 month old pilots in NPC corps and haulers at the gusandall gate.
I also checked Gusandall and found Mean Corp, which have low security status. But a couple of their pirates ..er pilots.. were older than dirt probably too much to for us to handle. Meanwhile, I've copied down some of the names of those who have made offers here. And I'll check out some of the systems mentioned.
As for clueless, if so at least I'm trying to get a clue.

C'mon over to Essence region, near Old Man Star...we are always happy to honor duel requests in frigates or cruisers...as long as terms including going all the way to a kill. Pods or not is pre-negotiable; we always honor such agreements. We have a baby noob who's DYING for a fight with other noobs at about her same skill level. Gimme a shout in game anytime.

same here if you wanna visit seyllin, neighbor to old man star(sorta) we have a fresh batch of newb pirates, and most(not all) will honour a fair fight. I say not all cause well, i don't control other corps/pirates :) Signature removed. Inappropriate content.
