offline towers can be a problem if they are on a moon that you want
easy solution is to blow it up, get some buddys together and give it some hurt
after 4-10 hours (depending on the pos) you killed it.
taking that amount of time on a unused stucture in space is frankly a waste of time, if the tower has been abandend its no loss to the owner of it the owner has left eve.
what i suggest is that towers have a time for being offline before they get set a to a abandend tower on which you can unanchor or refuel for yourself or corp use.
currently my allaince has conquered a allaince and they have alot offline towers which they cannot recover, it would be fun to destroy them but even better after a while that you can steal that asset and re-use it against them.
im not complaining about them if i wanted i nuke them but i think in future it will make better use out of offline towers that reducing them to dust.
so here are the rules i suggest with offline towers
1. tower goes offline timer starts
2. 2 week or month down the line the tower changes to a abandend tower on which you can unanchor, or refuel and it will change into your corps name.
3. if 1 or 2 is not possible after time the tower becomes weaker having no power and hitpoints are reced dramaticly so you can kil them quickly and if they are put back online they regain their strengh instantly
what you think guys
edit this will work in low sec and high sec aswell so you dont need to wardec to kill them.

Another idea, which could go hand in hand with this, especially for the high sec offline towers...
If a tower is in .4+ space and is offline after two weeks (two weeks seems fair I think) then you can bid on the tower. Only those people (or corporations) with applicable sec status to anchor the tower can bid on the tower.
If you were to fly up to the tower, you could right and bid, thus buying it from the faction that reposed the moon/tower.

I say th Twoer and anything around it should unanchor if left unfueld for a few weeks. At that point in time anyone can scoop them.

Offline towers should get run over by the local Pirate Faction/Rogue Drones and need to get blown up in a more easy but less rewarding manner. This is my compromise between deleting them and offering them for easy grabs.
