After how many missions do you get them?
To get them, do you have to work for the same Agent until that mission is provided?
How can I tell how close I am to the "Important" mission?

You wait? Do you do missions or do they RANDOMLY just pop up?
In any case, I did one just now without me knowing it was important. Some kidnapping. The Caldari State standing went up. But I still don't know when I get an important mission, or how often.

Yes, important missions come on a random base.
They seem to come more often the better your standing towards the agent is.
And you can check if the offered mission is an important one in the mission journal (left side icon). There you can also see what extra reward the agent offers to you.

Might I suggest you go read up in the "missions" forum. And if you're a really lazy bum you can even ask these questions again and I'm sure they will get answered.

Important missions come every 8 to 12 regular missions - provided you succeed in all the missions. If you fail a few then it will likely be longer.
There is a random element so you may get them sooner or later than 8 to 12 but that seems to be the average!
