the eos can't launch 5 heavies. it can carry 3 squads of med drones so why does it have +15 m3 extra Drone Bay space per lvl ?

it can carry two flights of 2/2/1 and one flight of 1/3/1 iirc with command ships 4, still a nice ship with neutrons + good drone skillz

Because CCP never rebalanced the bonuses after they axed the bandwith from 125mbits to 75. 
edit: extra waves are still nice to have though I guess I'm just one of those bitter pre nerf eos pilots.

Perhaps it is assumed that the opposition will be shooting at the drones more often than the Eos?

I agree, maybe give it a drone damage/hp/speed bonus? kinda like what the vexor or myrm or domi or ishtar gets :p

It's simple: CCP doesn't want to admit that they completely screwed up the ship, so they'll just pretend it doesn't exist. Good luck getting it fixed.

well +hp/damege is so boring, better gove it +5 drone bandwidth per lev. Or +25m drone bay per lev (extra 5 heavies? yes pls).
P.S. RIP Eos anyway, u were good before nerf
