Is this a good PvP setup for a navy raven? Suggestions much welcome.
High Slots: 7x Cruise Launcher II 1x Recon Probe Launcher
Medium Slots: 1x Heat Dissipation II 1x Ballistic Deflection II 1x Explosion Dampening II 1x 100mn Microwarpdrive II 1x Warp Scrambler II 1x Stasis Webifier II

Cruise = bad, all gallente drones = good. Torp = good. But seriously, more people should have some type of spacer in their sigs to show it's not part of the post.

There are many things wrong here. I'll try to be serious but I don't really know where to start.
-Magnetic field stabilizers don't help damage on missiles. You want Ballistic control systems.
-Torpedoes do far more damage than Cruise missiles and if you're fitting a microwarpdrive then why not torps as well?
-You don't have any form of tanking except some resists, if you're not gonna active tank then you'll need a buffer and 3x pds won't cut it. The extender rigs add a percentage which don't help enough without a buffer in the first place. If this was intended as pure gank setup, you'll need more damage mods. But I don't recommend it because the Raven can so easily do both (as long as it's not tackling, see next point.)
-Full tackle and propulsion gear already use up 3 of your meds which makes it hard to put a reasonable tank on in the first place, this might not be the ship of choice for solo'ing unless you're willing to armortank it. Which isn't as bad as some people think but it's a bit of a waste of money to do it on a faction Raven.
-You're leaving your biggest resist hole open, EM damage. And Amarr is kicking ass lately.
-Don't mix drone damage types, it sounds nice in theory but Hammerheads are just too good and you can already switch out damage with your missiles. If you want speedy drones, use all Valkyries. You're also not using your entire drone bay here it seems. You can carry a full set of medium and light drones.

There's nothing inherently wrong with cruise launchers. Less dps on battleships but much better dps on cruisers and down, plus you don't really need the web. Mostly it's just your resists that are an issue, with the huge em hole.
I'd fly:
7x Cruise 1x Heavy neut
1x MWD 1x 24km 0-1x LSE 0-1x Web 1x EM hardener 2x Invuln
3x BCU 1x Damage control 1x PDS
3x CDFE
5x Warrior II 5x Vespa EC-600
I'd drop the pds for a co-processor if you really want the probe launcher.

Get yourself something to tackle and paint (a hyena or vigil perhaps, or one of the minny recons, and warp onto targets and bbq - looking at around 1400 dps

getting there Caldari BS are not very good at solo pvp as a general rule (though I am aware of and have flown exceptions), the CNR in pvp is best used as a heavy damage high buffer ship to be dropped on a tackled target to lay down ridiculous amounts of damage.
The best combination of resistance mods and extenders for 5 slots (because a warp scrambler is worthless on a BS as they are slow and it is short range) is 3 t2 large extenders and 2 t2 invulnerability fields, the PDU is there to give you grid to fit the NOS, not more shield, and damage > buffer.
If you wanted to do an active tanking solo fit, something along these lines is probably best for the job:

This is along the lines of the standard raven fit used in the finalflash video, and a crystal implant set greatly increases its effectiveness, but I repeat, this ship is not best at a solo role, and your fits are neither good for gang nor solo, ignoring the fact that they don't even fit on the ship...

It does atleast 1200 dps fully skilled, and its buffer tank can recharge(while having about 150k effective hp)... But it cant tackle or move fast, if somebody is out of your torp range you can use javs.

Second Invuln instead of the 3rd extender gives more EHP and is better for RR as well.  ________
