Main ideas are speed (but not main attribute...)
Tracking! (i'd call that a tracking beast actually!)
some NOS,
and buffer tank.
I can get in a tempest about 0.18rad tracking - how good is actually that... ? + a target painter i would definetely track even HACs.
I think i could get 2-3 of them down before i die also, what do you think.

Any of the amarr battleships, for one reason: pulse.
Forget neuts, though effective, chasing around support can prove to be difficult. It's much easier to sit and pew pew them all without moving with pulse...
You won't get the DPS you want with ACs.

You can call me biased if you want, but my opinions are sincere. Keep in mind I can fly both amarr and minmatar ships equally efficient (ly?).
Whatever though, have fun doing 100 DPS in falloff.

I use a geddon with dual tracking comps. Can wtfbbq nano-recons and nano-hacs no issue with pulse. ________

Im not sure without the ogdins eye imp, but im able to track cruiser sized ships fine with Mega Pulse II...
So im unsure as to the problem?
Is this 0.0 combat? with the use of Mega beam lasers / artillery / Rails?
Sorry if you feel im being obtuse, but i lack the moral fibre of 0.0 combat... ofc im phasing that politely.
Either way, close quater combat; tanked battleships vs nano sized cruiser ships shouldnt be too much problem, a victory doesnt necessarily mean destroying the offensive ship, scaring it off should be victory enough as thats what the offending ships ment for.

This doesn't fit any criteria you posted but it works like a charm in gangs as anti-nano cruiser platform. It is cheap and effective.
With my skills, I am getting 123+9 km range and 574 dps without drones. I can track pretty much any MWDing hac. (Unless they are going unusually fast). Use the locus bug/feature (?) as it lasts.

The problem is, Arty has terrible tracking. So anti-support isnt a very good job for it. A mega is actually a good anti-support ship with rails and a couple tracking mod 
However, Pulse-Apoc is without peer IMO.

If you are going anti-support you can then experiment with the utility drones...
No one set of utility drones is uberly effective but by deploying them, you cause the nano-ship to think a bit harder on what they are doing, and of course that leads to accidents, and accidents lead to the insta-pop...
For example, the heavy bs neut with the energy neut drones to keep their cap dead, or the webber drones in the hope that they make a wrong turn and one of them catches up to them...
In a crowded battlefield, one nano can outrun the drones, but you can sometimes quickly switch the drones to another ship vectoring a diff. way--in otherwords, they may not see the drones coming...

I cant vouch it since I don't fly it, but if you are looking for a minmatar anti support fitted B.S. have you considered the Typhoon ?
Nuets + torps (or some odd ball heavy missile set up, I dunno) or nuets + guns of choice.
Large drone bay, can throw on a buffer near the same as you'd get out of a tempest, etc.
might be worth eft warrioring for ya.
