they probably are...but just not enabled yet.
They ain't gonna throw them ingame just like that, a storyline will probably introduce them... i think... i hope

You probably need to get BPOs from agents and crap. Oveur said that all the Tech 2 additions are available through agents.

don;t you people read between the lines? remember the news saying that the winners of jove collection will only get their limited bpc in about 2 weeks time?
CCP never planed to release them with this patch whatever they might have hinted if the news item is to be believed , the frigates will probably come a week after the covert op modules are with some event. Remember ccp is not microsoft and most of the devs are probably on holidays so expect them by shivaÖ , whenever that is.

Well they certainly mentioned they will be in this patch. Just dont expect them on the market in the very first few days of it. The skills, modules and ships may be introduced through an event or they might become available through R&D agents.

Umm, check the Dev Blog about Covert Ops frigs, cloaking, tech 2 weapons, and some other stuff being available THIS PATCH.
I think they're in.. some lucky SOB's will prolly start getting the bp's real soon.
