I've heard about these new commanders and such, btu I havn't seen any yet. How far do I have to go? Do they only spawn in 0.0?

I don't know about commanders..
But I have seen some new rats that I've never seen before running a 5 stage mission. The mission itself rocked! 5 WP in one system with varrying rats.
There were some enslavers and some other frigates I'd never seen before.

Are those muli stage misison only avaiable from agents? If so what level?

Got mine from a level 3 agent so I can't say if all agents can give them. But I sure hope to see a lot more of these!

The rat names havent changed, but their bounties and tactics have.
I have seen 2mill isk rats.
The little ex-15k ones are now 125k and are elite frigates that are really annoying and difficult to hit.
NPC battleships are now easier to kill in a battleship than the little frigates!
They warp away as well if there are only a couple left - presumably to avoid chaining.
Biggest spawmn I have seen in 0.0 so far was worth a cool 6.5 million isk.

saw a 5.5M blood dark cardinal commander guy on my scanner while I was flying around. Middle of 0.0 nowhere.

im in 0.6 atm biggest ive seen since patch is 17.5k but ive noticed a smaller one warp out when left alone also its quite funny how they use shield boosters
