Ok well I think I am stikin with my rifter but I am un aware of a good pvp setting against cruisers or frigates now that this new patch is here........ any ideas? (setup)

I think against cruisers you will want two launchers and against frigs you will want only one.

Speed speed speed. Get an MWD and a couple of Cap Relays, make sure your Engineering skills and Electronics skills are up to at least IV. Run circles around them at 7500, jam them if you can to get stall them, and launch as many lights as you can.

try this:
high: 2x 200mm & 2 std. launchers with lights
med: mwd & scrambler/webber
low: cap power relays
or:
high: 2x 250mm & 2 rocket launchers
med & low the same

Try this one to :
Highs - 2 x 125 mm gatling (same DOT as 200mm and less powergrid requirements, don't worry about range you'll have to get close and personnal anyway) and 2 rocket launchers (higher DOT than light missiles)
Meds - 1 10 MN AB (you won't get the sig radius penalty and be able to sustain nice speed) and 1 webbie
Lows - 1 micro aux. powercore and 1 cap relay
You'll need Enginering and Energy Management up to
lvl 4 in order to fit that.
