You may want to consider joining one of the pirate corps that train less experienced pilots.

Originally by: Juliette Leblanc I think this is a good suggestion. But I doubt most "less experienced" pilots know which corps actually do that. Most corps seem to require a lot of PvP focussed SP to boot. The notable exception I know of is Suddenly Ninjas (probably good if you are into scanning missions and salvaging).
Take a look in the recruitment forum - if the current offers don't please you just post there and I'm sure you'll find some pirate corps that will accept you. Some corps even offer pvp training for ISK.
Skillpoints are surely important, but not half as important as dedication and the ability to learn - especially from your mistakes.
Suddenly Ninjas are very capable at what they do, if ninja salvaging and hisec piracy are of any interest you should try them. Also SniggWaffe could be an idea (don't know if they are currently recruiting, but I've heard they also accept younger pilots)
Good luck!

Ninjas are recruiting here I think they are highly specialized in salvaging, but their activity usually results in wardecs and subsequent nice pvp. The advantage of hisec does not need to be explained in detail I guess
Sniggwaffe is recruiting too You should actually know them, they have been in Eve before CCP a legend says

Amarr are a nice race with good ships in every category and good solo capabilities. Make sure you train your engineering skills to get the maximum capacitor - it's your protection and your ammo!

Originally by: Srawl yeh its likely gonna take a while to get going, anyone have a list of essential skills and how long it is likely to be before i can start annoying people, if only in a frig
You can start annoying people in your frig right now!
To increase your chances consider these skills:
- Learing skills (annoying but they help a lot to acquire new combat skills) - Energy Management IV - Energy Systems Operation V - Engineering V - Controlled Burst V - Gunnery V - Motion Prediction V - Rapid Firing V - Sharpshooter V - Small Energy Turret V - Small Pulse/Beam Laser specialization IV - Surgical Strike IV - Trajectory Analysis IV - Weapon Upgrades V - Advanced Weapon Upgrades IV - Electronics V - Long Range Targeting V - Signature Analysis V - Propulsion Jamming IV - Mechanic V - Hull Upgrades V - Repair Systems V - Armor Compensation (4 skills, 1 per damage type) IV - Navigation V - High Speed Maneuvring IV - Warp Drive operation IV - Afterburner V - Fuel Conservation IV - Acceleration Control IV - Amarr Frigate V - Spaceship Command V
Don't be overwhelmed by the long list of skills, you build them up gradually. Download EVEMon (here) and make a skill plan - there you even can look at an item and tell how long and which skills it needs to work on your ship. Some skills have prerequisites, so you need e.g. Navigation II to train Evasive Maneuvring.
The skills I proposed to have at level V don't all necessarily have to be that high, but those are actually ones that don't take so long. Similarily training the ones I proposed to have at level IV to V instead will bring you additional (but small) advantages.
The above list concentrates on gunnery, which will be your main asset in most Amarr ships. However, some Amarr vessels can be fitted with missiles and drones, so you should also consider these skills.
There is no right and wrong in skill training. The more you have the better you are off. I personally tried to keep all at more or less equal levels, so I trained everything to III before going to IV with one particular skill.
Go through the Eve-O forum and look for guides that other players have written. I am not the voice of infinite wisdom
