I am just curious. I hear all of these different opinions on it and what CCP actually does, I guess I would really like it clarified on here. Not in purchasing, just curious, seems like they have a firm grim on preventing the exchange of RL cash for in-game currency unlike other MMOs /applauds

depends on how much you buy and how many times i guess
they will always take away the isk that you bought, most of the times make you get into deep negative isk, you will get a GM warning, if you do it again you will prob get a ban :)
and the person selling the isk does get a ban right off the bat afaik :)

If they can prove beyond doubt that you knowingly were involved in trading real money for ISK(outside of the GTC service), you will get a warning, and possibly a ban.
If you get 'dirty' ISK (ISK that was aquired by a known RMT trader trough an illegitimate method, like farmbots) it gets a bit more complicated:
If you could know that the ISK was dirty, but didn't knowingly trade ISK for money yourself, the dirty ISK gets removed and you might get a warning.
If you got the ISK trough a trade that you should have suspected, but might not otherwise know the ISK was dirty, the ISK gets removed and you will get an informal EVEMail from a GM giving you a slap on the wrist.
If you got the ISK trough a trade that is in all ways legitimate, but the person you dealth with just happened to have dirty ISK himself, your ISK should be left alone (if it gets removed you can petition for a reimbursement) and the GM goes to investigate how HE got the dirty ISK instead.
It's important to note that ISK removed this way CAN and WILL allow your wallet to go into the negative if you don't have enough clean funds to make up for the loss. If your wallet goes into the negative, you will no longer be able to create sell orders or contracts because you can not pay for the broker fees. You will have to slowly grind missions or rats, selling your items trough direct trades, or use a trade alt who sends you the ISK to get your balance back into the black.

From what I've read, CCP doesn't instantly pounce, either.
They get wind of something, keep track of things, follow the isk-trails... and then scoop up the whole net.
You can usually tell when CCP finally strikes, as there'll be several "OMG CCP banzorred me!" or "WTF my wallet is missing 5 Billion!" threads suddenly pop up in General discussion. 
The isk-spam filter seems to work pretty well; I almost never get eve-mails anymore, and the odd isk-spammer that pops up in local is usually reported fast... and dealt with fast.

I don't wanna know. 'Cos as soon as someone knows exactly what CCP does, those isk-selling knob-gobblers will start bypassing it right away.
I'm not a fan of CCP's "legal" way of doing RMTs (just a personal opinion), but I'll grudgingly admit that it's an okay compromise between CCP recognising a "need" for some pilots to get fast isk, and making sure that players don't get burned by third-party (and often very shady) alternatives.

And to illustrate just how shady those RMT dealers can get, more than half of all the "OMFG! My account was hacked!" threads are made by people who got burned by either paying a RMT dealer to "powerlevel" their standings or even just visiting their site only to get infected by a keylogger. Many RMT dealers are borderline or even all out criminals who will not hessitate to ruin your character to gain a few bucks. If not for the rules' sake, avoid them like the plague for the safety of your stuff.

The rookie channel is full of isk sellers and they don't seem to go away. How come ccp hasn't done anything about them?

You should check out NPC corp chat. They are all but gone there. As for not doing, if you kick them out they will just make another trial account. The only way to really hurt them is to track down the people that finance them: the ISK buyers. It's the people that feel they need to cheat (if it is against the rules it is by definition cheating no matter what the justification) that make it worthwhile for ISK farmers and sellers to operate in this game.

what can they do about them?
you ban one, it goes on to change IP address, open up another account and come back to start spamming again
