A lot of people (like me) would like to get their feet wet with a POS, but not necessarily commit a billion ISK and get into complex alliance politics just to find out if they like it or not.
Currently you can't build a POS in greater than 0.3 systems, and I appreciate the economics involved with moon mining. How about an entry level POS for use in 0.4 - 0.7? Suggested characteristics:
Doesn't allow moon mining (or make it very limited) Doesn't give any sovereignty claim. Does allow lab, basic mineral refining and ship repair/refit Limited size (eg 1/2 of small control tower or less) Defensive only - batteries only reply to attacks on control tower or local fire directed at POS owner. Can't target ships that do not aggress. Need good standing with the local NPC corp.
Pretty weak, yes? That's the idea - give people a way to get started with space structures, without enormous commitment OR enormous benefits. If you think of a big POS in 0.3 as a fort or frontier town, what I'm describing is something like a small gas station or supply store.

It's already in the game. Search for the EVE Compendium (player made) and read up on it.

You can buy a small tower for 90 million, and anchor it in space up to, I believe, 0.8 if you have sufficiently good standing with the empire whose space you want to anchor it in(you need 10x the sec status, i.e., 6+ standing for a 0.6 sec POS). You can't moon mine, you can't gain sov, you can install labs and refineries, I believe the guns only fire at people you have a right to kill, and you need high standings, as stated above. So yeah, your plan is already implemented - have fun!

you can anchor a POS of any size in any piece fo space .7 or below. for .1 \-.7 space, you need sufficient faction standings to anchor it though. - PvPers always say "GB2WoW". the message is that EVE is hard, and people just need to deal with it. wasn't it funny how when nano's started making it hard for *them*, that all went out the window? |

Thank you for the information. All the resources I've found suggest you need to be 0.3 - perhaps I've just been unlucky with reading badly written guides or out of date ones. Inexplicably, the Eve knowledgebase doesn't have a good introductory article on this so I've been relying on various third party sources. Not very good ones, it seems

.1 - .3 don't require faction standings AFAIK. .4 and up require _corp_standings_ towards faction holding sov in target system. 0.0 is free for all.

The Labs are really the only thing worth fitting to a Hisec POS as the refinery is so inefficient its easier to make 10 jumps to an NPC Station than to refine yourself. Same deal with the Factory and shipyards, NPC Factories are readily available and far more efficient.
You can fit Weapons to any POS but rather pointless in Hi Sec as it can only be attacked via Wardec and not too many Hisec wanting to attack you will have the firepower to takedown a POS and any that do will only bother you if you really get up their nose, in which case you reap what you sow.
The biggest issue with a POS is the endless stream of Ice fuels and Commodities you have to keep feeding it so try to place it in a system not too far from an Ice field and invest in a Mackinaw with all the skills and T2 upgrades available for it.

Wow alot of half correct answers here. in .1 - .7 space you can anchor a tower. in .3 and below space you can anchor reactors, moon harvestors, and lg ship arrays. To anchor a Capital array it has to be in 0.0. .1 - .7 systems require corp faction standings. .1 - 1.0 .2 - 2.0 .3 - 3.0 etc.
