Big artillery platform that assigns its turrets, like fighters, to fire controllers who provide the long range targeting coordinates. Relatively dumb and has low CPU and weak slot configurations, but refines the "I shoot" role to free up (if not require) more pilots doing support roles and giving life to close range BS's since the pure sniper role would be overtaken.
No Turrets/Launchers per say
Instead of direct fire control weapons, has turrets that, when deployed, take fire control data from another ship using a special type of target designator module (not TP). You activate the turrets on the ship you wish to do your target calling and it's more like assigning drones, except they're really big turrets.
Any ship with a fire control can be delegated up to five turrets. When it activates the target designator, the turrets on the delegating ship activate on the designated target.
Extreme Range and Relatively Good Damage
500 clicks+ Frequently can hit from one side of the grid to the other. Able to outsnipe the hell out of anything. Uses its targeting systems only to interface with the fire control ship, so it has very high targeting range even though it can't do anything useful with that range since it's not controlling its own turrets.
Special turrets and missiles that act more like BLAM (Ballistic Laser Actuated Munition...err) or smart rounds. The turret is dumb. The ammo is smart. The fire control ship makes the ammo perform. Since the ammo doesn't need to be inherently accurate for the turret, it can be of a higher damage type. [insert RP excuse for laser turrets with similar behavior]
Weak Tank and Low Versatility
400k EHP-ish. Very weak slot arrangements since all they would be used for is cap gear/sensor boosters/damage mods. Two tanking slots, two damage slots, and two utility slots. Six high slots.
Skills
Kind of light considering it's about like the BC to the capital ship. Have an extra skill that sets how many turrets can be delegated. One extra turret/launcher per skill level. Still requires at least Large IV for the special turrets, cap relevant skills (Jump Drive etc), and Siege capability.
Does it Deploy?
Yes. Turrets come out and unfold while looking ungodly awesome (please make the Matar version sweet ass and give it dual damage bonuses to make up for the Nagfail) and spew ammo from horrendous ranges. Uses Siege mod and Siege framework, but the special ammo and turrets make it quite a bit different in nature than just having five hardpoints with citadel weapons.
Tracking?
Use a derivative of the missile formula for everything. Matar and Gallante get BLAM. Caldari have special Missiles. Amarr have gravity lensing laser re-direction or something like that. The performance of the ammo in the vicinity of what it's trying to hit is what's important, not the dumb turrets/launchers. Their tracking has no influence. They just put the ammo in the right general direction. Good at hitting caps. Marginal at BS's that are moving.
Overpowered?
Keep the CPU low. The special turrets have highly simplified tracking systems, so they eat almost nothing but grid. Smartbombs and Neuts on these would otherwise have the same problems as they do on existing caps.
Do I want One?
In the same way that flying a BC can be kind of enjoyable. It's not the real deal, but has its advantages and disadvantages. For newer pilots, they're easier to get into and provide a quick route to making a good contribution to gang firepower.
They Kill Caps?
By sitting at 400km and being targeted via support? You betcha. Give them ~2k damage at that range (vastly superior to any sniper) and they will form backup for skilled support pilots. Less damage per pilot than dreads, but also cheaper and easier to get into.
Like BC's, one Skill to fly them all :-) ---------------------------------------

you just described sentry drones, only bascially you want a cap ship that specialized in a 'fighter class' type of sentry drone.

Instead of giving it big turrets, give it the option to deploy something like POS gunsà Which are essentially very large turrets that do what the OP wants. Turn the ship in to a mobile weapons deployment platform. It can drop & anchor POS turrets from a special cargo bay (to prevent it being used as a hauler), and when in 'siege' mode it can provide grid/cap for those turrets by having it's engine power, capacitor, and shielding systems stripped to 0. The implementation can take whatever form. I'm a strong proponent of style governing implementation where the mechanics would be equivalent. May the coolest design win.
Question is what does it do for 0.0 to have:
- #1 Sniper that requires a spotter in order to fire. In between dreads and carriers on firepower, and quite a bit ahead of sniper BS's.
- Entry level cap is easy to field in an anti-cap role.
- While very good fire support for support, is completely worthless without support. (think of carriers supporting more carriers vs. a cheaper higher damage platform that gains utility only via its spotters.
Healthy or no?
Yes, yes, you could very easily have your own flock of snipers and maybe it will be lots of snipers vs yet more snipers, but the key difference is that reliance on the spotters and the not-quite-capital tank.
Drop a few dreads in close range and roll back the noob-cap wing. Kill the spotters. Lots of interesting ways to deal with them to counteract how they can be used to deal with caps potentially. ---------------------------------------

I think thats what he meant
and not sure about 'fighter class' sentry drones. but if he meant more damaging sentry drones, perhaps a special carrier like class of ship that and can assign +2 per level (like between the amount of a carrier and a mom, but only sentries). gets like a +100% damage bonus or something to sentry drones. or instead perhaps when its in a sieged mode type of thing they get the big damage bonus. also give it a crap scan res like 10 or something so its better to assign them out then use them yourself.
just more thought that could make the ship idea kinda do-able, though I kinda like the cap ship that can deploy pos weapons around it. only dont make it drop it to 0 just make any deployed parts use its power grid and cpu. and immobilize it like other siege but allow remote repps to effect it and no personal defense bonus like other siege modes. Also make it so it has no weapon points and cant use the pos guns only others can. This kinda makes him a mobile pos but without the pos field.
though I like the sentry idea as they stay where you are even if attacking the arget they guy they are assigned to goes for, thus basically like having someone else direct your guns and making you have to be in the center of the battle.
